First off, this coin is from the collection of Goose3's son, John Jr.. I originally purchased it dirt cheap in Aug. 2000 from Heritage's online inventory, just before really nice 65RD common dates started to dry up. You could cherrypick a few from Heritage every month back then, most of them marked "JH Exceptional". It made its way to the Goose Jr. Collection shortly after that and John Sr. was nice enough to loan it to me this week.
The average of your 19 grades so far (I gave Lakes a 65.5) is 65.75, and that might be about right. When John had it Photosealed by Rick Snow he said basically what Lakes said -- on a good day this could upgrade. Either way, it's more appealing and consistent looking than many of the 66RDs. A few examples:

PCGS MS67RD
PCGS pops is 171 in 65RD, 28 in 66RD, and 4 in 67RD. Since Aug. 2000 17 65RDs have been made, only 2 66RDs, and no 67RDs.

It's not mine, but I had the chance to see it today. There's a couple light scratches on the obverse plastic.

just saw this thread.
Sometimes eye appeal will win out over technical grading. Then again, a lot depends on the series, and I don't know how they're grading IHCs these days. As a rule of thumb, the smaller the size of the coin, the tougher they are on contact marks.
