Some guy is putting coins in Coin World holders and making up his own "certification service".

Can't someone sue these idiots for fraud? Putting numbers on the insert like a real certification company seems like it crosses the line.
Is it legal to sell something with Prestige Coin Grading and Certification if there is no such registered business?
