PCGS graded statehood quarters holder question

I just got back some 2003 statehood quarters that I had graded by PCGS. The holders were not the "flag" holders, they were just regular holders. How do you get the flag holders? Do you have to request them on the submission sheet?

You have to submit larger volumes than what you did.

So only the large volume dealers can get the flagged holders? What kind of volume are we talking here? I think that is a bad move on the part of PCGS. Thanks PCGS.
