I didn't think it was a genuine PCI slab, but it never hurts to ask. Not sure the seller really understands the difference between MS and PR either. Not sure he understands what any grade is. LOL
It is a fake. PCI started using the large size photoslabs. They never used these Capital Plastics holders and I don't believe that type of label was available back in the early 80's when such a theoretical prototype slab would have been made. (Label appears to have been made by a Brother P-touch labeling system.)
The picture isn't good enough to tell anything about the grade of the coin but it is possible that someone broke this out of a PCI slab and put the PCI grade on the holder. I could see this happening if someone was putting together an exhibit and wanted all their holders to be alike (Exhibits that use multiple holder styles and types are less asthetically pleasing and could result in a lower score in grading of the exhibit.) so they put them all in the Capital Plastics holders. If they cracked a couple pieces out of holders to do so they would probably have put the information on the holder. I have seen people do such things.

I still think that whoever buys from this seller, knowing his horrible record, deserves whatever they get.
