Is This Coin Overgraded?

I saw this coin on Yahoo Link and thought about Braddick and his PO1 coins. Is this coin graded to high for those who collect very low grade coins in PCGS holders?

    Somebody must have been carrying that coin around since the world's fair right up to the day it was Slabbed.

    Well, the obverse is a bit strong, but as Columbians go this one has a lot more wear than normal. image
    Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible.     I'd call it a choice Fair-2.

    IMHO, it is not overgraded.
    I'm the Proud recipient of a genuine "you suck" award dated 1/24/05. I was accepted into the "Circle of Trust" on 3/9/09.
  • Looks like a strong FR-2 or a AG-3.

    Coins like this bring out the need for low grades which are not integers. I'd call the obverse 3.8 and the reverse 2.2, which average out as AG-3.

    Normally, I'd say this is undergraded, but in this case I'd rather have a coin with more wear in this PCGS holder.
