I have about a 5% to 10% hit rate when I send in slabs. They rarely upgrade. I have had a little better luck with Presidential review (10% to 15%). Also with a Presidential review you get a brief explanation. To do a Presidential Review you must already have tried a regular submission. I have probably submitted about 50 coins for possible upgrade. I've probably only cracked out 1/2 dozen coins (out of PCGS holders) for resubmission. In each case the coin was fairly low value. The success rate was a little better, but the sample is too small to draw a conclusion. I also don't have the balls to crack out high value stuff. As long as you have free submissions, might as well give it a try. But, don't be too disappointed if they don't fly.
That 56D still sends shivers down my spine when I see it.....what a superb coin it is - and finally in its "right" holder! Rick, it never ceases to amaze me all the pictures you hang onto and pull out when the moment is right !!!!
