I personally think ebay is a bad gauge to go by in comparing the third party graders. You are talking of coins being offered on different days, with different people bidding. For sight unseen coins, Teletrade would be a better gauge as their coins list for 8 hours and often they have the same mint/date/grade coins by PCGS, ICG, NGC in one auction. And all in all, it appears NGC and PCGS are about even there. Just my observation. They also have a great feature in "prices realized" and "price guide" in which you can view there past auctions by coin/mint/date/grade to check for yourself.
