    Could you be more specific? Do you want to start a set that doesn't exist currently, or do you just need to know the mechanics of registering a set?

    PCGS has to start a category for a reg set.

    If the set you want to register doesn't already exist in their options for reg sets, then the only thing you can do is suggest they add the set and petition them unmercilessly.
