PCGS sample slabs

Sorry for another sample slab question but this one deals with the PCGS certification look-up system and sample slabs.
On this slab there is no grade which is typical. But when you look up the certification # it comes up with "New Hamshire sample" and a grade of "MS-65." Were all of them graded before slabbing? I know they all carry the same serial number but maybe PCGS had a minimum grade prior to slabbing. I don't know, but it is interesting. Does each sample get graded before being slabbed?

Samples are not graded, however we must enter a grade into the computer to get them to print. I don't know the reason for any of this.
