Is this PVC damage on this 1943 Lincoln Cent?

I know what it looks like on a silver coin, but I'm pretty lost when it comes to copper. Is that PVC or some other contaminant?

Okay, now you lost me. Lincolns are pretty much minted by the billions - except for a few years like the 1909S-VDB.

1943's in copper weren't minted in the billions, Russ... in fact, all the steel ones were hardly 1 billion in total
