1794 Large Cent. Which Head?

I know the scan is dark but can anyone tell which Head is on this 1794 Large Cent?

I know it has something to do with the bottom curl in the hair (which is there) but I don't know what it means.

    Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals.
