Should the toning on this Washington Quarter preclude an MS68 grade?

Greetings, All --
I assume that this quarter has mint-set toning:
MS68 quality?
Do you think that (even with flawless surfaces and a full strike) a coin that has this kind of dark appearance should be awarded an MS68 grade? I even question whether such a heavily toned coin should get an MS67.
Does anyone have any opinions on this?
