The picture's very washed out- look at the label... it should be yellow or green, not white.

Yes by grading definition it would be considered red whether the color is really red, pink, orange or yellow looking. Many coins in this year and 09 and other dates were this color due to the metal or planchet mixture. Just like many coins graded brown are really purple, blue, or green. Red denotes that is still has the original color on it ( something similar to red) that it had when it was coined, not that it looked red when it was graded.

It looks like the label has faded from either green or blue, and the coin should be regraded RB. Although its still a nice coin.
