They haven't certified coins with the green inserts in quite a while. What they're saying in there is that if you do get your set pedigreed, they can't put the green insert back in the holder, you'll have to have it pedigreed on their newer inserts.

I think this page dates back to 1998 when the registry was new and PCGS changed their label from a green label to blue label. If you read that sentence literally, it sounds like they no longer certify them, but I read it as they no longer slab with green inserts (and are now using the blue ones instead).
