Help with old PCGS Label

Until tonight I didn't have any of this type PCGS label in my collection. How long ago was this slabbed and are there any perceptions regarding the tightness of grading at the time?

    Conder101's book lists this as PCGS 3. It is essentially a second generation holder with a different label.
