    I think they are. They must work on a deduction basis as opposed to an overall quality. Proofs are expected to be flawless, therefore, any flaw degrades the proof more than a business strike.

    Again, it's anecdotal, but I think they're tougher in MS coins. With proofs, it's typically hairlines that bring down the grade. There are more variables that can ding a business strike. I've seen some larger coins (like a Trade $) in PF 4 that looked like someone ice-skated on it, the hairlines were so bad.

    i guess they are all over the place

    just make sure you buy the coin not the holder
