Is the statement specific, I'm wondering if it's a lot of people are happy with the grades they get out of thier submissions? My experience with them is a seeming inconsistency, too tough, too loose. hard to figure what they might grade your coins.

The problem as someone else pointed out is their inconsistency. ICG coins usually trade for near half of greysheet. I really have to question why anyone would want one of their coins in an ICG holder because of that fact.
As far as the eBay coin board, I've seen people claim that ACG was a good, strict grading service. Most of us know the truth about that, so you have to take what you see there with a grain of salt.
ICG has played that ebay message board "independant survey" to death. They just won't stop using those baseless statistics. Mr. Taylor: LET IT GO!!! Find a new sales pitch or gimmick or something. Dang.

My friend saw him at a coin show recently and said that he does indeed have a new beanie. Either it's new or he bleached the pizza and grape soda stains out of his old beanie. I remember seeing him at a show last year and I felt slightly embarrassed by the whole beanie cap thing. As for being a nice guy, I have never met him, but I am sure that he's a good kid and his company has good intentions. In my personal experience, I lost money on the only 2 ICG certified coins that I bought. Looking at other ICG slabbed coins, I am still not impressed, but then again I am not a fan of any plastic holders.
saw it in CW. its a non-scientific study that provided no concrete details how study was done. think they mentioned an ebay meaasge board. i think they took a lot of liberties. plus how you write a survey can skeew results to the point it's wothless.

If you read that article that has been played to death closely, you will find out that the grading of coins was only a small part of the ranking of the survey. When you add the customer service and turn around time into that survey, thats why PCGS was placed second. ICG does have a quicker turn-around time.
Also, several of the people probably responded that they were happy with the grades they got back from ICG, these are the people that want the plastic to grade as high as they can possibly get.
However, When its time to sell a coin (Then you will see the difference the certification service makes as far as consistency and the money it brings) Thats when you wish that coin you had was in a different holder?

It was indeed.
But it now resides in NGC holders. (at lower grades in many cases)
ICG does have a quicker turn-around time.
