In another thread you asked about 1958, 1959, 1960, and 1944 (64?) proof cents. To justify cost of PCGS slabbing you would need to get near PR68 or CAM PR67 or DCAM PR66.
A proof 1944 would be unheard of and very valuable in any grade.
It's an impossible question to answer. If it worth slabbing it gets done. If it's not that it won't happen. One thing for sure is that I would never slab something just so it could get up on a registry.
