Did he cut himself on the chin, cheek and eyebrow while shaving, or does the holder need to be replacedimage

All the marks are on the coin and not the holder.

    MS-60

<< <i>This grade, at the low end of the Uncirculated scale, represents a coin which has never been in the channels of circulation, but which has numerous bagmarks and other evidences of coin-to--coin contact. . . On a large and heavy coin, such as a silver dollar, the bagmarks may be quite heavy and extensive. >>

For me, the eyebrow takes away what little eye appeal an Ike would otherwise have. The MS-62 reverse doesn't rescue the coin.

I'm surprised, someone actually agreed with PCGS:

That's actually pretty nice for a '73-D. Without the marks it would be
a near gem, and the marks aren't that bad. MS-64 sounds right.

You're actually lucky to get that in a 64 holder with those dings on the face. I've seen ones where you have to take a glass to them to see the defects and those have gotten 64's.

No, I'm unlucky in that the pic on ebay looked better than these when I bought it.
