Lady liberty on a frank??? check it out

I picked this up today. Its a toned beauty from 1918 So did they steal lady liberty or did we steel from them. It got nice blue and red and orange tonse of the lady side. The other side is pinkish-reddish blueish. Nice all around coin , so who came up with lady liberty first????
