Rule of thumb for all ebay auctions of raw coins seems to be assume at least one grade level lower than what is claimed.
If F-12 is claimed (especially with a fuzzy picture), assume no better than VG-8.
I don't have by reference handy to say what is the difference between G, VG, and F for 2 cents, but my limited experience and gut feeling say that the amount of wear you seen on the obverse will put this item in the G4, G6 catagory.
To warrant a grade of Fine, there should be at least some intricate detail still intact in the major design devices. The fact that the wreath leaves don't show any intricate detail ( at least not that I can see ), would tell me that this isn't really a Fine. And, if I'm not mistaken, the word "WE" should show up in the center of the banner above the shield.
For a classic Fine, the word "WE" should show very weakly in the center of the banner. I'd grade your coin a Good-4 from what I can see.
