The Dual Grading system used by PCGS

Have you ever wondered why the grades you get sucked compared to the grades gotten by another submitter ? Even with the SAME coins? Do you think PCGS gives better grades to David Hall as say Joe Shmo the collector? I can site numerous instances.
As a result I believe confidence is lost and submitting coins has become a "game".What do you think ?

I could of sworn I remember David Hall saying that at shows he would go through coins and pick out the creme of the crop and give them to the graders to see what would cross. Am I wrong?
