let's break it down, just based on the picture, into separate grades for the:
marks, luster, strike, and overall eye appeal, and then a net grade.

I'll start:

MS64 for marks, marks, hairline in left obv field, mark in right obv field. george is clean, could go 65
MS65 for luster, nice cartwheels, could be 66 if they coruscate in person.
MS 64 for strike, very nice but could be slightly sharper about the eagle's wings and breast
MS 66 for eye appeal, nice toning doesn't impair luster or overwhealm the design

net grade MS65 and a pq coin at that grade.

what do you think? agree or disagree and why?

is there something going on with the eagle's cheek and left (facing) leg? do these marks distract?

I don't see anything on the eagles cheek, but it looks like a hit on the leg............the marks on the obverse are slightly detracting from the overall eye appeal, but I think the color is real nice, I agree pretty much with your assessment. Nice coin.

Strike looks OK to me. High grade for photography, B!

I don't think the marks in the obverse field would affect the grade that much so MS65
MS66 for luster and eye appeal,
    MS66 for strike,
The gash on the eagles neck will drop it down a point
    overall MS65.

MS-65. It might get an MS-66 because of the color.

4 for marks, 5 for luster, 4 for strike (inside right wing weak and almost blends w/field), 6 for color.

Net 65+ (luster and color count lots).image

I've seen worse in MS66 holders. Solid MS65, good shot MS66.

the marks to the sides of the portrait took my eye at first glance and although the "color" seems to lay in the feilds and give the devices a cameo appearance, it looks like so much rust to me. i'll say MS64 with the disclaimer that washingtons aren't the best type for me to grade. the strike messes me up and i don't see rub quickly on them.
