Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. To me it is a Fine-15 coin but a very nice one. I would probably be willing to pay twenty money for it if I was buying it for my collection. If I was thinking of turning it I would be trying to buy it as a 15.
Yes the center portion of this coin looks like a Fine-15, but if you look at the stars, you will see that all of them have their centers and most of them have their radial lines. These coins do not show that detail that sharply when they have been worn down to Fine-15. I think we are looking at a die failure here that makes the coin look worse than it is. In truth the coin may rate a + on the VF-20 grade by technical grade. But for the market, this coin nets down to VF-20 because of the strike, and that justifies the grade.

I go VF-20 with a weak strike on the drapery line across the bust (stars and eagle are great); however, aren't we overlooking that the coin's been dipped? Doesn't that make it a F - 12 or 15 net?
In grades like this, dipped does not matter unless the coin has excessive hairlines or is an ugly pasty white.

Coin looks like a solid VF to me.
I would not pay VF money for this coin (because I don't think it is VF)
