If this is what I think it may be (and assuming PCI got it right) it's a presentation coin and is off to ANACS for authentification and attribution.

Fascinating Braddick. I know there is a Nion, Vietnam, and Nion is a pretty common Vietnamese name. Perhaps Nion Dye is a proper name. Let us know.
