I dont believe I have seen this PCGS holder

Looks like the old green holder (but blue) and it has a barcode. Can anyone tell me when PCGS was putting these out? Or are they new?

I'm pretty sure that label is actually green. I think it's a combination of ink fading and lighting/editing.

That should be a green holder. Here is a blue label holder which is older with the barcode also on the front.

Definitely not new. I have some slabs with that style of label that I purchased in the early 1990's.

I notice that the cert # has 7 figures. They're now using 8.

Here's one of mine, new style holder with green label. I think these were issued just before the switch-over to blue labels.

You are smart to question holders as counterfeiting holders is easier than counterfeiting coins. The PCGS cert verification says this one is okay. cheers, alan mendelson
