That's exactly why you shouldn't put (too) much value in what the pop reports say. I've seen coins with a mintage of 10 and there are 11 in the pops. (Used as an example. I can't recall the exact coin or actual numbers)
Recently Legend had a Large Cent for sale in a PCGS holder. In their ad they said the coin used to be in an NGC holder and that cert would come with the coin. If I remember correctly, the coin was a proof Large Cent with a very low pop.
"Turn them in of course. I think everyone agrees on that." = "good guy" answer. Of course, not everyone agrees with this.
"Keep them and buy up the other slabbed coins at a lower price due to the perceived high pop." = "smart guy" answer.
"The only thing I want to know is what year, what grade, and do these reflect 58 attempts at an upgrade on a single coin?" = the only guy who didn't send this by PM.
I heard PCGS is going to start buying back certs. What would they be worth?
The doctored coin I sent back, cert #21037534, is still in the database and counted in the pops even though they cracked it out, cleaned it up and sent it back to me raw. If they don't make any effort to keep it accurate, why should we?

How about $3 in submission credit for a pre-1965 coin and $2 in submission credit for a post-1964 coin.
If they are going to pay the same 50¢ they did years ago, dealers will still toss the certs like they did back then.
I sent back 14 over 18 months ago... I can still register each one!!!! (they are all 1999 State Quarters)
