What's up with this 1904 IH Cent?

The one on the left. It's smaller than a regular cent (on right) and its rim is really thick and overhanging the wording on the coin. Sorry for the blurry image, but you get the idea...

    It could possibly be a capped die coin.

    It's a damaged coin. The edges have been machine rolled.

    Sorry, it's just a cull.

    I'd have to agree with Bill Jones. I believe the coin left the Mint as a normal coin because of the sharpness of the features within the non-rolled portion and that it was subsequently damaged after entering circulation. The edges also appear to be squared off much more than I would expect from a Mint error. Cull.

    Possibly the begining of a ring coin? Tap the edge until it starts to look like the coin pictured,
    keep going until you basically turn it inside out.

    does anyone out there collect partially done ring coins?
    i have a 1955 quarter that is the same as this penny that i found in a 90% bag.
