From your scan, I can see MANY parallel hair lines on the obverse, going from southeast to northwest in direction. This quarter looks pretty well scrubbed to me, with something pretty harsh. As for grading, the coins has VF details.

I'm sorry if I'm ruining your day, but a PROBLEM free 32D in VF runs 86.00 (bid) and 95.00 (ask) in the greysheet. EF is 130.00 (bid) and 145.00 (ask). Unfortunately, your coin would have to be net graded, probably to F12. Greysheet bid for F12 is 78.00, and ask is 85.00.

When I used to collect these, I remember that the 32 dates were softer/weaker strikes than the rest of the series, which is why I mentioned a VF++ to XF to account for that (any other year would have been no more than a VF to VF++).
However, if you look at net grades for cleaning and other approaches to grading and an approximate valuation, you may want to look at VF20 (VF25 money for a best case scenario). VF20 is about $80.
