Was there a time when a postal worker stole PCGS packages?

I see in threads here and there about coins being stolen in shipping. Was there an employee of the post office stealing? If so, does anyone know what the post office has done to ensure there is not a repeat of this? Can I get some details? I must have been under a rock!

New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
I also heard that the guilty parties did no get any jail time, and that a "liberal judge" sentenced them to “counseling.”
In the words of Frank, from "Everybody Loves Raymond," "What a load of crap!!!" If I had any say in it, they would be doing hard time in the big house wearing leg irons and swinging sledge hammers that make big ones into little ones.

I've had no experience with stolen coins but last year we sent a set of children's golf clubs to our granddaughter in Calif. (San Diego).
When the box was delivered it was EMPTY! Furthermore,it was re-sealed with postal tape.
We had it insured and they paid off but the slug that stole them was not found. Twowood

I asked them why they do that and they said they had to many insured packages that took a hike on them so they decided to take action to try to combat the problem of stealing while in transit.
