To me a KEY coin is one that is scarce or rare, costs a fair amount of money, and is highly desired by all that collect that series.
Is there a "specific" numismatic definition of the term? If not, then we should all agree on what a "key date" is. In my opinion. it is a coin in the series with the lowest mintage OR availability.
Any coin that needs to be specified by "condition" is a "condition rarity", not a key date,
Is the cost of a coin what makes it a key date, or its obtainability RELATIVE TO THE OTHER COINS IN THE SERIES?
