My wife gave me a Littleton Eisenhower proof collection some years back and I pulled it out the other day to have a look. There are a few with some nice toning but the reverse of the '76 had these spots. Would it be bodybagged if sent to either PCGS or NGC?

Big black spots could be another matter. And, if they turn green, a body bag might be in the that coin's future.
The clad Ikes are mostly made of copper, and like a cent, copper is prone to corrosion if it gets exposed to moisture for an extended time.
Unfortunately Ikes seem to be prone to this type of toning both in and out of the their original government packages.
