I am familiar with the variables graders take into consideration. However, if a coin is somewhat lacking in one area, say a tad baggy... can a better strike (stronger) for example balance things out? I'm thinking after scoring average in each area, then finally overall "eye appeal" can pull it out of the hole?

New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
I can give you an example from my own experiences with PCGS (proof Kennedy halves). I've frequently gotten a one point grade bump on coins that are very close to cameo, but not quite there. One recent example is an Accented Hair that I had in my notes as a PR66CAM, that came back as a PR67 no CAM. I still think it's a technical 66, but looking at it I can see why it got a 67. It would be a CAM at any other service, so it presents itself to the eye better than most 66's.
This approach to these was also confirmed by somebody inside PCGS when I asked about it.
