I have some OLD SMALL PCGS slabs and the coins are rattling around inside the slabs. Can I submit these JUST for re-holdering and not regrading?

If so - what is the cost?

Yes you can submit just for re-holdering. I think the cost is $ 5.00

YES THE COST IS 5 DOLLARS A SLAB FOR REHOLDERING WITH MAYBE SOME UPGRADES TOO.

izzy's right on both counts. You will also have to pay return ship (per PCGS's schedule of shipping charges).

To have a chance at upgrading, you have to pay for grade review. Otherwise, they do NOT look at the coin for grade, they just put it in a new holder.
