How cheap can you buy new modern commemorative issues?

I bought a 2002-W West Point Unc $1 on ebay for $28.51 plus $4.95 S/H. The Mint has them for $32 (plus $3.95 S/H - if you order is under $100)
It sure doesn't seem like a money making operation, unless the guy is cherry picking and his good finds cover his losses on the others? I got the coin today and it's worthy of submission (like 90% of all moderns).
I have to assume that the mint has a volume discount to dealers, but I can't find any info on their web site. Does anybody know?

Here's an example for you. A couple of months ago I purchased the six piece 1986 Statue of Liberty set for $165.00. The set contained the following coins in Proof and Uncirculated: two clad half dollars, two 90% silver dollars and two full size five dollar gold pieces all housed in a cherrywood box. In 1986 the mint sold that set for $375.00. At one time the set hit sold for over $900 in the secondary market. Now I purchased it for a little over the melt value.
Most modern commemorative coins don't hold their value. The buying price for many of the modern $5 gold commemorative coins in just $78. The issue price is usualy close to $200.
like 110% unless you're buying a lot. Some of these are very elusive because people
aren't selling some or a large percentage slabbed at a high grade. Just a few years ago
many of these were available for little over melt value.
