Jay Leno and NGC

Don't know if its been brought up before, but I was just poking around the NGC Population Report and noticed they slabbed a set of 1999 silver quarters with Jay Leno's name on them and pop of 1 each.
Can we all get our own personalized set of quarters and therefore have our names immortalized in the NGC Population Report or do you have to be a late night talk show host to get it done?

These were mentioned before. I think they were done for charity. I'm sure a search of these forums would turn up the answer.
