Any coin can tone but the toning on circulated coins will be more subdued especially on lower grade coins because of a lack of luster.

I have two very nicely toned (rainbowish) mercs that are in F/VF condition. I also have a VF/XF condition German (nazi) 5 mark that has nice rainbow toning on one portion of the rim.

Yes, I have some Mercury dimes that were in a Whitman folder for over 25 yrs. and they are dark toned with rainbow sheens, the best one grades VF.
