Verified vs. Unverified Top Sets

A real simple solution to the potential concern. Permit (not require) the top 5 sets to be "verified" by PCGS or NGC. A verified set gets a special * next to it in the registry attesting to the fact the owner has presented all the coins to PCGS or NGC for verification. It might help a little if PCGS made the inserts so that they rip when the slabs are cracked---------BigE
