If it graded PO01,it would be overgraded IMO.

I can think of two reasons why this, and many many other Large cent pieces were holed.

1) To be worn as a necklace

2) As a good luck charm of sorts,being nailed to a supporting beam,or elsewhere in ones home.

What does the chain look like that came with the coin? You did get the rest of the necklace didn't you? I just know you weren't thinking this was an actual coin.
