I'd say it's a decent Fine overall- around Fine on the obverse, and the reverse does look pretty VF-ish. VF as a whole? I don't agree...not quite. But it's not that far away. "XF"? Not a chance.
PS- the guy even noted the minor problem (faint hairlines). Cut him a little slack. He's a little optimistic in his grading, perhaps, but better than most of 'em out there. Definitely not an ACG-class overgrader.
call me crazy, but this seller is not so far out on the coin. obv is borderline VF, rev. is full xf. & it looks original. i actually think vf/xf (split grade) is about right.

The coin is a VF-20. The obverses on this type are often weakly struck, and it only got worse in circulation. The reverses are almost always sharper, even on AUs and Uncs. There is often a raised "horn shaped" spot in front of Ms. Liberty's face on this type.
