It becomes
virtually flawless
later on in the description.
It does look better than all of those flawed PR63DC's though, so maybe he's trying to make a distinction in the marketplace.

I always thought a Prf 63 was a doggy coin borderlining on damage and Prf 69/70 was "flawless."
Change that we can believe in is that change which is 90% silver.

It's a 63 in a IGC holder that means 61 in a PCGS, any worse Braddick might buy it.
It is not exactly cheating, I prefer to consider it creative problem solving!!!

aren't they just saying it's "flawless" for the grade? ie. nothing to keep it at a lower grade?

With modern proofs, the only way to end up in a 63 holder is if the coin has flaws.
