I don't see any signs of remaining luster as they said. Could be the pic. The seller said "coin saw very little commercial circulation" but it looks like VF to me. That'd be a lot of circulation
Low end VF There is a spot of green corrosion between the stars at 3:00 near the rim. Seems over priced at BIN amount. The other blotches seem to be toning spots. A coin this worn won't have any luster. Any shine is probably a cleaning.

Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. weak vf at best, i'd think fine+. why? borderline vf detail, but very poor color (white), poor reverse dentilation, obv corrosion spot. also, it's a common variety. you could pick this up at a show for < $25.

Bill- it's a reserve and no one has bid even $27...
As a comparison, my local dealer recently had a capped bust dime he graded F/VF F15 which had perhaps slightly better detail and a no-questions original look for around $30, I believe. I can't recall the date, though. Moral of the story: There are nicer ones around for comparable money.

Aside from the specks, whatever they are, it's not too bad looking, I'd say. I would have said F15, maybe a low-end VF20 on a good day, which appears to be in line with the other opinions.
in 1828, the mint began producing dimes w/ a closed-collar press. note that that's 1 reason why you ought to look for excellent dentilation on such a coin, if it grades fine or better, imo.

I'd suspect the seller would have his reserve at least $35-40 (GS Bid arena). I'd pass.
