No bid cancellation on eBay in last 24 hours?????

eBay is suppose to have a no cancellation of bids in the last 24 hours of an auction. Yet last night I watched a bid cancelled 48 seconds from the end on this one. Would someone please link it?

if you place a bid within the last 12 hours you have one hour to cancel. Bids placed before 12 hours can not be cancelled in the last 12 hours.
