When looking at the stickered pop report I see 45:9.
Does this mean 45 have been submitted but only 9 stickered?

You see this little option drop down at the top. You can choose stickered:graded, or just stickered, or just graded. From what I see there it maybe stickered:graded your looking at.
The correct answer was given by @justindan. You are looking at the number stickered (green and gold combined) then the number graded by CACG. CAC offers a lot of things, but their drop-down menus aren't always the most intuitive.
