The waiting room appears even for very "cold" releases. It's just triggered by traffic and will always be triggered by a new release because that is peak volume, even for items that don't sell out.

I also don't know why people are angry about it. I mean, I might know, but I can't respect it if I'm right. If you don't like a release for any reason (price, design, etc), just don't buy it.

"Frequent" is in the eye of the beholder, but they do seem to be targeting one or two per year. While I personally find it offensive, because it really goes beyond their mandate and does make them look and feel like a small time private operation exploiting a market, if people are willing to pay, you really can't blame the Mint for taking advantage of the situation if that's where leadership's head is at. HSN constantly features low mintage strictly limited edition crap made by PAMP and monetized by whatever tiny autonomous region is willing to accept a fee in return for slapping its name and a King Charles effigy on the trinket. And maybe losing people along the way, who might just become disgusted and lose all interest in anything they make for the numismatic market. Time will tell, but all golden geese eventually die.
You should look at what the UK Royal Mint is doing with its pattern/die trial auctions. Every year, hundreds of off metal patterns in mintages of 1 to 10.

You can write a novel about how unfair all of this is, but the mint needs revenues and these are easy to do. The mint should have done all five quarters this way and gone all out.

Exactly what "bombed"? The Mint doesn't "needs revenues." The Mint's job is to make circulating coinage. Everything else is a sideshow, and, honestly, nobody asked for this.
It made $34 million in seigniorage last year, including what it lost in cents and nickels. It used to make a lot more, when cash was more widely used to make payments. And, to be honest, the federal government is not supposed to run at a profit. That's why it collects taxes.
Becoming the Franklin Mint in order to turn the US Mint into a profit making enterprise marketing collectibles of questionable value to an unsuspecting public is likely to ultimately create the same result. In the meantime, please enjoy your several thousand dollar silver Liberty Bell.

I bought burnished ATB pucks, and would absolutely buy one of 60K special silver quarters at a "reasonable" price. Make 250 of them, and sell them for $20K+ each, and they instantly transform into hot garbage. No question.
Silver bells are another story because, yeah, they are more like silver Hot Wheels with King Charles' face on the reverse (or is it obverse?) than coins, so I'm just not interested. But I get why others might be, and think they should be accessible to them.
Leave the exclusionary issues to PAMP. US Mint, US market, US collectors. The government agency making the nation's coinage really shouldn't be doing this, regardless of how lucrative it might be.
Because, at the end of the day, it is not a private enterprise. Covering costs and generating a reasonable return for taxpayers is one thing. Cynically exploiting a market and its participants is another, and almost always does not end well for either side.

The mint could have struck the 250th dime in one ounce, all five quarters in 2 1/2 ounce, and the half dollar in five ounce sizes.
