Fractional Silver Eagles?

Due to the recent and ongoing runup in PM prices and the Mint repricing of many if not most of its offerings the ASE products are starting to be prohibitively expensive. Should the Mint start producing and marketing fractional silver Eagles similar to the gold products? Can the Mint unilaterally do this or would it literally take an act of Congress?

Coinage which is monetized requires an act of Congress. Medals are the only exemption. A half dollar ASE would not be out of the question, especially if the dollar variant drops dramatically in sales.
I realize the OP is about silver. And, if your answer is strictly limited to silver, you are correct.
That said, the Secretary of the Treasury has the authority to direct the Mint to produce certain gold coins.

I am concerned about how high the prices are, but I think what goes up, must come down, especially when global conditions change.
Nah, they should just make silver dimes weighing 3.1 grams of pure silver. Americans will eventually realize the value of a dime struck only in silver for the satisfaction of debt using Constitutional law.

The Mint should consider Fractional Silver Eagles. Unfortunately, it has trouble keeping up with demand for its existing bullion products. Would love to see it though 1/2 ounce!
