I was looking at the mintage limits for this coin on the US Mints website and the mintage limit is 158,008, which there are 110,000 products from the proof coin by itself, and then another 25,008 that will be included in the limited edition silver proof set 2025. So that leaves another 23,000 that can be minted, but I dont see where they would be released. am i missing something?

Excellent question!! Feels like maybe the 23K constitute bulk sales without retail packaging. Either that, or the 25,008, which is already a very odd number, is a typo, and the correct number is 48,008. Which would be a lot closer to the 50K they usually make. Even if they don't intend to make the 23K, they have not been adjusting the maximum mintages to reflect that. No reason for them to start now.
that sounds possible. You would think that would be captured in one of the figures. bulk sale or not, it should reflect the correct amount of coins in each product.

Edited to Add:
The bulk trays do not normally appear on the pubic 'product schedule', because you have to be a bulk customer to purchase.
They do, however, normally show up in the reported sales figures (e.g., 25EM040).
