Please help with possible error coin.

This 2015 N Carolina quarter has some serious issues and I first thought it was post mint damage but upon closer inspection the word liberty is stamped on the folded over(not sure if that is the correct terminology). So hoped to get the opinion of those with more years experience as I am admittedly a newbie to coin collecting.

The most useful advice for you right now is to learn what real Mint errors look like before searching through any coins. Otherwise, you'll keep wasting your time on PMD.
Absolutely nothing but damage. The fact that Liberty is on the "folded" part is actually one of the things that proves it is just damaged. The lettering and devices on a die can't just move around. A good understanding of the minting process is vital to identifying errors vs damage.
It is only an error if it happens during the actual striking of the coin.
Learn how coins are minted and you will see that there is no way
that could happen when the coin was struck so by default it is PMD.
Just post mint damage. I agree with the others that you should try and learn more about real errors.
