PCGS modern (Proof ASE) submission questions

I've never tried submitting anything that still has its OGP, so please pardon my neophyte questions. I have up to 5 new Proof ASE's (one of the special ones) I'm considering submitting. I feel it should be worth it as there's quite a gap between 69 and 70 as far as resale value goes.
I'm not a PCGS member so I'll either have to pay the $69 plus $17/coin (for Modern Value) or hunt down a dealer to submit for me (not sure what fees they might add on). It makes sense to do so in this tier, correct? I don't care if it's a slow boat.
Is there any reason I should care/consider adding on the FDI designation (personally, this is a designation I don't care about at all, but it might be worthwhile for resale)? I realize I have to send unopened US Mint packages. Do they send the OGP back?
Any idea on the "hit rate" of getting a 70 out of a group of Proof ASE's? If it's a very low chance, then maybe it's not even worth it for me to submit.
Anything else I need to consider for such a submission?

I think you can get the OGP returned if you notate it on the submission form, but you might have to pay an additional shipping fee. I don't think the authorized dealers charge any extra fees (mine doesn't), and if they do it won't be the cost of the $69 membership. If you plan to submit a lot of coins in the future then the membership might be the way to go. I think if you are trying to resale it then the FDI designation is a good one to get. I would say the hit rate is about 50-60% chance.
It's a bit of advice you'll hear in cases like this, is that if you want a 70 you should consider just buying one already slabbed.
Unless you happen to be purchasing a limited mintage directly from the Mint that sells out.
The FDI designation is only available to bulk submitters, not members of the 'Collectors Club'. So, unless I am missing something, your submission would not qualify.
Assuming you meet the program requirements, you would be eligible for the FirstStrike designation.

Note - If you ship the coins to PCGS prior to the release-specific cutoff date, you only need to submit the coins. I recommend just keeping them in their Mint capsules. Opening the OGP allows you to examine the coins, and 'screen' them, prior to sending them to PCGS.
