Do you have before pictures or any other basis of comparison? I know the corrosion spots are a big boo boo, but how can you know this coin turned in the holder rather than an initial grading hiccup?

worth conservation at that grade but copper going do what copper going do. PCGS wont warranty that but they might take sympathy and put it back in a 63 holder after treating it.

Not necessarily. I'll seen some disgusting coins in straight-graded holders, along with dozens and dozens of holdering errors. A claim can't be backed by only assuming human perfection.
It hardly changed, if at all, since 2013!

Send it back to PCGS for conservation to stop the progress of the corrosion and then get it re-slabbed and hope for the best.

I had an Unc. 1804 Half Cent go bad in holder like this. It took 8 years to turn in holder. This coin turned a long time ago, and has gotten worse over time. It sucks.

Appears the same to me. The black spot within the larger dark spot at 3pm is in all photos, only green with added light. I have plenty of green crystallization of silver that is slabbed & stickered, I assume when it is small enough it passes all tests
